Dear Mufti Sahib,
I was born in Blantyre. I have shifted to Lilongwe and that has become home for me now.
Now that I visit Blantyre which is my parents home & my birth place, do I pray Qasr in Blantyre, or will I pray Full?
بسم الله الرحمن الرحیم

As per Shariah, birth place is considered as Watan e Aslee (Homeland / Origin), where if he comes for even less than 15 days he has to offer complete Salah.
In Fatawa Alamgiri, Bahar e Shariat 4/84 it is mentioned:
"If a person shifts with his family to a place where he intends to reside permanently. However, his house and other properties are still present in his hometown then both places will be considered as Vatan e Aslee for the said person".
So in mentioned case, the man has to offer complete prayers in Blantyre when he comes from Lilongwe as it is his homeland / birth place and place where his parents are still residing.
