Praying Surah Ikhlaas during menses

Surah Ikhlaas CANNOT be recited during menses. However, if it is recited with intention of praise of Allah than only after removing the first word قل (Qul) it can be recited.

Shariah rulings are specifically mentioned in books. I am summarising them step wise for clear understanding:

1- It is NOT permissible to recite the Holy Qur'an during the days of menstruation.

2- It is NOT permissible to recite Qur'anic verses as a wazifah (litany) with the intention of attaining a particular need or objective, even if those verses consist of supplications and praises.

However ,

3 - If a Qur'anic verse is recited with the intention of making a supplication (dua) or seeking blessings (tabarruk)—such as saying

بسم اللہ الرحمن الرحیم

—or as an expression of gratitude, such as saying

الحمد للہ رب العالمین

after sneezing, or upon hearing distressing news by saying

انا للہ وانا الیہ رجعون

then there is no harm in doing so, provided that the intention is not the recitation of the Qur'an itself.

4- Those Qur'anic verses that contain supplication and praise and begin with the word قل "Qul" they may be recited only with the intention of making duʿāʾ (supplication) and praising Allah. In such a case, the word "Qul" should be omitted when reciting them.

Sadr us Shariah Mufti Ali Aazmi علیہ الرحمہ has stated:

"The three Quls (i.e., Surah al-Ikhlāṣ, Surah al-Falaq, and Surah al-Nas) may be recited without the word "Qul" if the intention is praise (thana) of Allah. However, they may not be recited with the word "Qul" for that purpose, even if the intention is still praise. This is because, in that case, they are definitively being recited as the Qur'an, and one's intention has no effect in changing that ruling."
