Yes, Dua Aashura can be recited during menstruation.
🔹Shariah rulings : Ladies are allowed to recite zikr, Istighfar, durood, names of Allah, and duas of morning and evening while in menstruation ⭕except recitation of Quran⭕. A Dua-Ayat from the Qur'an can be read (from memory) BUT with the intention of Dua only (that is, not with the intention of Tilawat).
However, it is not permissible for a lady to recite (or touch) the Qur'an, offer Salah, or fast during the menstruation period.
