Will dam be compulsory for group leader or people who cross meeqat without Ihraam and those people who are going for business purpose?

الجواب اللھم ھدایۃ الحق والصواب
Crossing Meeqat without Ihraam is NOT allowed for آفاقی expatriate / foreigner that is living outside meeqat.
It is compulsory for every person crossing meeqat and having intention to enter Makkah Mukarramah or passing through Makkah Mukarramah to cross with Ihraam either he has intention of Hajj/ umrah or not.
If he crossed meeqat without ihraam and it's intention he has to return back to meeqat or go to any meeqat for wearing Ihraam and make repentance. Otherwise dam دم will be compulsory by all means either he is group leader or member, business purpose or on holy pilgrimage.
Allama Rehmatullah bin Abdullah Sindhi Hanafi has stated:
من جاوز وقتہ غیر محرم ثم احرم او لا فعلیہ العود الی الوقت
"One who crossed meeqat without Ihraam then he has put Ihraam or not he must return back to meeqat"

Allama Alauddin Haskfai (1088 AH) has specified :
وحرم تاخیر الاحرام عنھا کلھا لمن ای لافاقی قصد دخول مکۃ یعنی الحرم ولو لحاجۃ غیر الحج
"It is HARAAM (forbidden) to delay your Ihraam beyond meeqat. This is for Afaaqi (foreigners) who wish to enter Makkah the vicinites of Haram حرم even if it is for any other purpose than Hajj."

Allama Syed Ibn e Abideen Shaami (1252 AH) has written:
فعلیہ العود الی میقات منھا وان لم یکن میقاتہ لیحرم منہ والا فعلیہ دم
"It is compulsory to return to any one of Meeqats, even if it is not the meeqat from where he crossed without Ihraam, otherwise dam will be compulsory on him"

This has to be noted that Dam (animal sacrifice)has to be in vicinities of Haram حدود حرم. If he returned back to meeqat then only Dam will be abolished but repentance must be done.
