Question: A woman experienced her menses when Hajj started,
She did all the Arkaan, but Tawaafe Ziyarat got delayed till the 14 or 15th of Zul Hijjah, now in this event she did Tawaaf e Ziyarat by the 14 or 15 but does Damm become necessary?

Fatwa
The time for performing Tawaf e Ziyarat is before Sunset of 12th Dhul Hijjah. If someone delays than Damm becomes necessary.
However if it is delayed by female due to menses or Nifaas (birth blood) then there is no requirement of Damm because it is not an intentional delay.
Sheikh Abu Mansoor Kirmani Hanafi 597 AH has stated :
Damm will NOT become compulsory on female by Delaying Tawaf e Ziyarat and performing after its specified time due to menses or blood discharge due to birth because she is Mazoor (excusable / pardoned)

Apart from these two conditions delaying Tawaf e Ziyarat will be a sin and will make DAMM compulsory.
